Stupidity is not a zero sum game.

When faced with information that should result in a changed mind, some people hold onto belief with a religious fervor. Whether it's stupidity or something more pathological matters not.

But, when governance and public policy decision making doesn't include an expectation that a percentage of humans will make irrational choices, we've simply flipped the stupidity coin to the other side.
